Though, it's not my job, I resell a lot of dvds on ebay (two or three per week), and after a reasonably exhaustive search for shipping products, this combined with a 2 foot wide by 175 foot long roll of bubblewrap (also sold on amazon) was the cheapest I could come up with for packaging, at roughly 10 cent per mailer (including bubblewrap).
Better than paper mailers, these envelopes, which ship in four 50 count packages, should provide much better wet weather protection; they'd probably be water tight except for the end with the flap, and even it appears to let very little through. With the exception of some extreme case of a package getting completely submerged, I'd say these are pretty much waterproof.
The self-sealing flap holds like superglue; once it's sealed, it's probably not going to be re-opened without scissors or tearing the plastic around the flap. And the lightweight USPS approved packaging tape that I use sticks to the plastic better than it sticks to paper mailers too, as I frugally print out my labels on paper and tape them to the package, rather than use more expensive, albeit quicker and more efficient, self-adhering labels.
I also considered the smaller 6x9" size, but I'm glad I stayed on the side of caution and went with the larger size; the measurements are pretty exact when the envelopes are completely flat - I don't think the smaller size would hold a dvd if you wrap it in bubblewrap first, and I'm not one of those sellers who thinks a thin layer of paper or plastic alone is sufficient protection for a dvd. The less-snug fit may also help with the seams splitting, as some buyers have reported problems with, though I haven't experienced that problem yet, myself.
At under $10 shipped via amazon prime, these are a great value: cheaper and better than the paper alternatives, if not quite as convenient as using a mailer with bubblewrap already built in.

These poly mailers are exactly as described. Super light weight, but they don't tear easily. The pricepoint was perfect for my small business too. Why spend $35 at office depot for 50 of these, when I can get 200 for less than half the price? The only thing I don't like about these is that permanent marker smears on them if you're not really careful to wait a minute or so, but I don't think this is a problem with these mailers in particular, but with all poly mailers. Ballpoint pen works really well on them though.
